Purchasing of environmental products and services is an important area in the environmental efforts in the public sector and are incorporated into each of the public corporation's action plans governed by the Local Agenda 21. To ease the implementation when using environmental criterias in tenders, a tool for green purchasing has been developed. This is a tool that freely can be used in all public sectors.

The tool consists of a framework to administer environmental questions when doing green purchasing and the criterias are consistent to the public regulations for purchases. The tool is developed to fullfill the following purposes:

  • Affect public health and the environment in a positive way by doing green purchasing
  • Give a signal to the commercial market that distinctly express that environmental adjustments of products and services are claimed by the customer.
  • Inspire others to make green purchases by the good example
  • Ease the work for the purchasing staffs when in tenders asking distinct questions concerning environmental criterias

The tool is based on a manual originally developed in Sweden. The Swedes have further developed the manual into the web site www.eku.nu. This means that the tools follow the same principles both in Norway and Sweden.

In Norway, additional Governmental documents have been developed, most significant among these are “Environment and regulations for public purchases”. This guide is a good supplement to the tool.

Background

The development of the tool was initiated by the County Council of Østfold in 1999. The tool was prepared for Norwegian conditions in co-operation with the Østfold Research Foundation in 1999-2000. The tool has since then been updated and quality assured in several steps.

Copyrights

The County Council of Østfold is formally the owner of the tool. The tool is protected by an Open Document License.

The open document license secures the rights for other public institutions to copy and use the content to their own benefit. Documents or parts of documents can be copied and edited according to the licensing rules.

The County Council is in no way responsible for potential errors in the tool.

Content

The tool consists of more than 30 technical oriented documents and 32 environmental declaration forms that is to be used in tenders. The tool is also updated with both single and duplex prints in the PDF format. This applies both to the technical guide and the forms.

The forms can also be downloaded as Word documents for editing and local adjustments.
